Kent is recruiting for UK Supply Chain Manager that will be responsible for overseeing and providing functional leadership for procurement, sub-contracting and the preservation of products, services, and company assets throughout.
Skills & Responsibilities:
Responsibilities
Lead and manage all procurement activities for the Saudi Aramco project, ensuring full compliance with Saudi Aramco standards, project specifications, and IKTVA requirements. Responsible for delivering strategic sourcing, supplier performance, and timely procurement of critical materials and services in support of EPC project execution.
Primary responsibilities include the following:
• Manage end-to-end procurement and subcontracting activities including sourcing, evaluation, negotiation, award,
expediting, logistics, and close-out of materials and services.
• Execute procurement in full compliance with Saudi Aramco procedures (e.g., SAEP/SAMSS/SATIP), IKTVA requirements, and
project specifications.
• Lead the tendering and award of major EPC packages, including long-lead and critical engineered equipment.
• Directly manage procurement of critical engineered packages (e.g., rotating equipment, static equipment, bulks etc)
ensuring timely delivery and technical compliance.
• Develop, lead, and mentor the project supply chain team, ensuring capability aligned with Aramco project complexity and
local content expectations.
• Interface closely with Saudi Aramco project management, procurement, and inspection teams to ensure compliance,
approvals, and alignment with client expectations.
• Prepare, negotiate, and administer subcontracts, service agreements, and consultancy contracts in accordance with
company and Aramco contractual frameworks.
• Ensure compliance with corporate governance, Delegation of Authority (DOA), and audit requirements, as well as local Saudi
regulations.
• Contribute to development and localization of procurement procedures to meet Saudi market, IKTVA, and supply chain
localization strategies.
• Manage procurement processes within ERP systems (e.g., Oracle Fusion , Aveva ERM or similar) in line with company and
project requirements.
• Develop and manage relationships with approved Saudi Aramco vendors, in-Kingdom suppliers, and international service
providers.
• Build local and regional market intelligence, identifying opportunities for cost optimization, localization, and supply risk
mitigation.
• Interface with Project Director, Country Management, and functional leadership to ensure alignment on delivery priorities
and strategy across both UK & Saudi project teams.
Sourcing & Procurement Activities
• Ensure Approved Vendor Lists (AVL / SA Approved Vendor List) are established, maintained, and strictly adhered to.
• Execute Procure-to-Pay (P2P) processes utilizing ERP systems, including RFQs, bidding, evaluations, and award
recommendations.
• Coordinate with engineering, construction, and project controls to ensure procurement schedules align with project
milestones.
• Lead commercial negotiations with strategic suppliers to achieve best value, contract compliance, and risk mitigation.
Support prequalification, tender preparation, and technical/commercial bid evaluations in accordance with Saudi Aramco
standards.
• Provide cost estimates, benchmarking, and sourcing strategies in support of proposals and project budgeting.
• Ensure compliance with logistics, customs clearance, and import regulations within Saudi Arabia.
Project Staffing & Capability Development
• Collaborate with Saudi Supply Chain Director and Project Director to ensure adequate staffing and competency levels for the
project.
• Assess and develop team capabilities in line with Saudi Aramco project requirements, including training on systems,
compliance, and procedures.
• Support organizational setup for major procurement scopes both in-Kingdom and internationally.
• Ensure procurement team supports bids and proposals with accurate market data, supplier input, and pricing.
Performance, Reporting & Governance
• Monitor stakeholder satisfaction (client, project teams, suppliers) and continuously improve procurement service delivery.
• Identify supply chain risks (schedule, cost, compliance, logistics) and implement mitigation strategies.
• Track and manage supplier performance through KPIs, including delivery, quality, HSE, and commercial performance.
• Ensure readiness for and compliance with Saudi Aramco audits and internal audits.
• Provide regular reporting on procurement status, expediting progress, and risk registers.
In addition to the responsibilities listed herein, the employee may be required to perform other ad-hoc tasks as needed or directed by the supervisor or management. These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. The intent of this provision is to allow for flexibility and adaptability in meeting the dynamic needs of the organization, ensuring that operational requirements can be met efficiently. All such tasks will be assigned considering the employee's current workload and with respect to their professional development.
Your knowledge/skills, education, and experience:
Qualifications
• Degree in Engineering, Supply Chain, Business, or related discipline.
• Professional certification such as CIPS (Level 4 or higher) preferred.
• Strong knowledge of Saudi Aramco procurement systems, standards, and specifications is highly desirable.
Experience
• Proven experience in EPC project supply chain management within the Middle East, preferably on Saudi Aramco projects.
• Demonstrated expertise in procurement of engineered equipment and major packages.
• Experience managing multinational teams and suppliers across multiple jurisdictions.
• Strong background in ERP systems (preferably Oracle Fusion or SAP).
• Experience in IKTVA/local content programs and supplier localization strategies.
Communication:
• Excellent English communication skills (written and verbal).
• Ability to interface effectively with Saudi Aramco stakeholders and multicultural teams.
