About the job:
Kent is looking for a Cost Estimating and Controls Engineer positioned in-country, working closely with different Project teams in different stages of project development, to develop Cost Estimates and support Controls within a portfolio of Brownfield and Greenfield execution in Iraq.
Skills and Responsibilities:
- Coach Iraqi staff through training (methodologies, tools, and technique).
- Deliver high quality cost estimates (all types / classes), by utilizing cost estimating methodologies, templates, and tools to produce cost estimates inclusive of engineering, procurement, construction, commissioning and start-up scope and cost.
- Support Cost Engineering reporting (Value of Work Done, Forecast, Contingency methods, Estimate at Completion).
- Translate Planning (progress, manpower) to costs.
- Support in Monthly reporting activities.
- Maintain Estimate Basis for all project cost (including non-technical), to document how estimate was developed, and all assumptions used.
- Incorporate project complexity factors, risks, and assemble key input data such as project objectives, scope, and execution plan. Challenge deliverables and work with teams to create a complete scope and forecast.
- Maintain effective interfaces and good working relationships with other project teams.
- Assist with the identification and assessment of key project risks and linking these risks to the impact on the cost estimate (both deterministic and probabilistic). Support the project teams to fully understand the risk/cost/schedule trade-offs so that they can make better informed business and commercial decisions. Support and maintain the risk register.
- Perform scenario comparisons and uncertainty analysis, sensitivities on cost estimates, reflecting analysis of project risks. Develop deterministic, P10, P50, P90 estimates and Project forecasts
- Manage reviews and assurance activities.
- Maintain quantity and cost data for future use, benchmark estimates and projects against historical performance, industry norms and established KPIs.
- Management of Change process: translating scope and Execution changes into impact to project for risks and costs.
In addition to the responsibilities listed herein, the employee may be required to perform other ad-hoc tasks as needed or directed by the supervisor or management. These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. The intent of this provision is to allow for flexibility and adaptability in meeting the dynamic needs of the organization, ensuring that operational requirements can be met efficiently. All such tasks will be assigned considering the employee's current workload and with respect to their professional development.
Your knowledge/skills, education, and experience:
Knowledge/ Qualification/ Training/ Certification:
- Engineering Degree and/or Certification as a Cost Estimator Engineer, Project Controls Engineer or equivalent experience.
- Minimum of 10 years’ industry experience in estimating positions in the Oil & Gas industry
- Project execution practical experience (e.g. engineering, controls, C&P, construction)
- Onshore brownfield experience.
Communication:
- Good written and oral communications. Arabic Language skills are an advantage.
Behavior/ Core Competencies:
- Analytical skills.
- Versed with Cost Estimating, Risk, Cost Engineering and Planning Tools.
- Reporting skills; advantage using Power BI.
- Fully versed with Estimating principles and techniques.
- Knowledge of other Project Services/Controls disciplines, like Risk Management, Cost Engineering and Planning.
- Proven interpersonal and relationships skills in complex environments with ability to work with people of diverse backgrounds.
- Experience in or with NOVs, JVs and NOCs and/or execution in remote/developing locations will be an advantage.
- Able to work across multiple projects, largely unsupervised and deliver results within challenging deadlines and under pressure.
ADDITIONAL COMMENTS/SPECIAL CHALLENGES:
- Portfolio of multiple concurrent brownfield and greenfield projects ranging from > $US 1m to > $US 100m each, at different phases of the project lifecycle.
- Working with offices and teams in different locations.
- 28 / 28 rotation in-country (Iraq), including hand-over.
