About the job:

Kent is looking for a I&E Planner to be based in Baytown, TX and support regional project site(s).

The Instrument & Electrical Planner with Petrochemical Industry experience is responsible for developing, coordinating, and maintaining detailed plans to support maintenance, reliability, turnaround, and project activities in a petrochemical operating environment. This role ensures that all I&E work is clearly defined, accurately scoped, properly estimated, and fully prepared to be executed safely, efficiently, and in compliance with plant standards and regulatory requirements. The I&E Planner works closely with operations, maintenance, engineering, contractors, and procurement to ensure optimal resource utilization and minimal downtime.

Skills and Responsibilities:

Responsibilities:

Work Planning & Preparation

  • Develop comprehensive job plans for instrument and electrical contractor project tasks, including scope definition, detailed work steps, materials, tools, permits, and manpower requirements.
  • Interpret engineering drawings, P&IDs, loop sheets, wiring diagrams, and vendor documentation to create accurate job packages.
  • Identify required specialty tools, equipment, and support services (e.g., scaffolding, insulation, cranes, hot work needs).
  • Create field sketches, take measurements, and verify jobsite conditions to ensure accurate planning.

Materials & Procurement

  • Prepare and submit detailed material requisitions for instruments, electrical components, consumables, and hardware.
  • Work with procurement and vendors to ensure timely delivery of parts and adherence to specifications.
  • Track materials from requisition through staging to ensure readiness prior to job execution.

Scheduling & Coordination

  • Collaborate with schedulers to integrate planned activities into daily, weekly, and long‑range maintenance schedules.
  • Coordinate work sequencing between I&E, mechanical, operations, and contractor teams to minimize production impact.
  • Provide support during shutdowns and turnarounds by planning large-scope I&E activities and validating readiness during execution.

Field Support & Execution Readiness

  • Conduct job walk‑downs before and after planning to confirm scope, verify field conditions, and update plans as needed.
  • Develop safe work practices and ensure all job plans include required permits, isolation lists, and compliance with plant safety standards.
  • Support maintenance supervisors and technicians by clarifying job-package details and resolving field issues.
  • Open junction boxes and electrical panels to conduct detailed inspections, verify wiring terminations, and assess overall equipment condition.

Documentation & Compliance

  • Ensure all work packages comply with industry codes, plant standards, and regulatory requirements (NEC, ISA, API, OSHA, etc.).
  • Maintain accurate documentation, including redlines, work history, job feedback, and asset records in the CMMS.
  • Update equipment records for instrumentation, analyzers, control systems, motors, MCCs, VFDs, and other electrical assets.

Continuous Improvement

  • Analyze job feedback to improve planning accuracy, labor estimates, and material specifications.
  • Participating in reliability reviews and root cause analyses to recommend proactive maintenance strategies.
  • Identify opportunities to optimize planning processes and improve equipment uptime.

In addition to the responsibilities listed herein, the employee may be required to perform other ad-hoc tasks as needed or directed by the supervisor or management. These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. The intent of this provision is to allow for flexibility and adaptability in meeting the dynamic needs of the organization, ensuring that operational requirements can be met efficiently. All such tasks will be assigned considering the employee's current workload and with respect to their professional development.

Your knowledge/skills, education, and experience:

Knowledge/ Qualification/ Training/ Certification:

  • Technical degree, trade certification, or equivalent experience in Instrumentation, Electrical, or Industrial Technology.
  • Minimum of 5 years of experience in I&E maintenance or planning within a petrochemical, refinery, or heavy industrial environment.
  • Strong understanding of control systems, field instrumentation, analyzers, low/medium-voltage electrical systems, and motor controls.
  • Proficiency in reading and interpreting technical drawings and I&E documentation.
  • Familiarity with CMMS systems (SAP, Maximo, Oracle, etc.).
  • Strong planning, organizational, and communication skills.
  • Ability to work collaboratively with operations, maintenance, and contractors.
  • Knowledge of applicable codes and standards (NEC, ISA, IEEE, API, OSHA).

Communication:

  • Excellent command of the English language in both oral and written communication and skills.

Behavior/ Core Competencies:

  • Strong computer skills (Word, Excel, PowerPoint).
  • Effective time management, planning and organizational skills.
  • Ability to work in multiple groups in a team-oriented environment and independently when necessary.
  • Strong interpersonal skills.
  • Traveling is required as well as between various job sites.
  • Ability to prioritize and execute tasks in a high-pressure environment.
  • Ability to bring the project to successful completion.
  • Ability to work for extended durations, holidays, and weekends when necessary.
  • Foster good relationships and team working ethic with sub-contract teams to promote safe working practices and efficiency.
