The Opportunity:

The Senior Procurement and Subcontract Specialist will work within the Project Supply Chain team responsible for end to end sourcing and post-award management of allocated packages. The duties includes but no limited to, identification of suitable suppliers, development of tender packages, clarification and negotiation of contract terms and conditions, commercial evaluations and recommendations, through to issuance of contract/purchase order, post award subcontract management, and close out.


In this role, you will undertake the following duties:

  • Expedite and understand the Scope of Works from Engineering and Construction Departments, and prepare the Tender Pack / Request for Tender for issuance to market in line with Kent and client’s Procedures and Processes as applicable.
  • Perform expediting of Technical and Commercial Queries and Clarifications with the market and Project Engineering and Construction.
  • With your strong understanding of commercial aspects and terms and conditions (T&C), conduct negotiations with bidders to align with Project T&C and Client/Head Contract requirements, and Kent Policies and Procedures.
  • Review bidder responses and prepare and evaluate commercial bids in line with procedures.
  • Identify and maximise cost and schedule saving opportunities.
  • Assist with the prequalification of suppliers and subcontractors in developing Project Approved Supplier Lists (ASL).
  • Develop Recommendation for Awards (RFA) to Client based on commercial evaluations of packages, and manage recommendation process with the Client.
  • Finalise Subcontracts and Package Purchase Orders for approvals, and manage the issuance and acceptance with recommended subcontractor/supplier.
  • Assist Project Expediting Team with queries and schedule updates of your assigned Packages (non-material and material deliverables) with subcontractors/suppliers.
  • Manage and negotiate variations post award with Engineering, Construction and Subcontractors as part of the Change Management Process for Packages and deliverables.
  • Escalate contractual matters and concerns with relevant project stakeholders including invoicing, certifications, insurances, to resolution
  • Development of a concise overview of the contract and its obligations for relevant project stakeholders, focusing on essential contractual responsibilities, processes and controls.
  • Maintain standards of safety and comply with the Kent’s Health, Safety & Environment Management System Requirements.
