About the job:
Kent is looking for Protection & Control Technicians to be based in Kitimat, BC for a Pre-Commissioning/Commissioning long-term project.
Offering frontline commissioning skills, you will address technically complex Pre-Commissioning and commissioning of Relay Hardware on site. While not a necessity, specific experience with Schweitzer Engineering Laboratories (SEL) relays would be preferred.
Skills and Responsibilities:
Test and commission SIEMENS, SEL protection relays and energy meter using a secondary current injection test set such as Omicron CMC 356 and primary current injection test set such as CPC 100. Testing of protection relays includes but not limited to the following:
  • Configuration of SIEMENS and SEL relays using DIGSI and ACSELerator.
  • Relay hardware checks.
  • Relay inputs/outputs including control wiring checks.
  • Protection testing of various protection functions such as transformer differential, restricted earth fault, bus differential, motor thermal overload, under/over voltage, under/over frequency, etc.
  • Carry out a variety of measurements including testing of electrical, control and protection equipment to recognized standards and procedures.
  • Provide technical support, advice, coordination and assistance with regard to emerging work, projects and daily routines, including the development of technical/operational solutions to problems.
  • Provide support for SCADA commissioning by simulating data points in the relays. Experience with DNP 3.0/ Modbus communication protocol is highly desirable.
  • Responsible for in depth troubleshooting of protection and control circuits as well as analysis of protection alarms and Root Cause Analysis (RCA) including but not limited to: application errors and omissions, drawing errors and omissions, wiring errors and omissions, settings errors and omissions, equipment malfunctions, questionable relay test results.
  • Perform end-to-end relay testing to verify carrier and fiber systems.
  • Determine an isolation plan to take protective schemes out of service prior to work beginning.
  • Documentation of As-Left/As-Built station drawings (Station Prints and As-Left Relay Settings).
  • Provide necessary support during energization of new equipment such as transformers, motors, generators, etc. May be required to work in an outdoor substation environment.
  • Complete and implement assigned work within agreed upon scope, schedule and budget to a high level of quality and safety.
  • Provide technical support and training to technicians.
  • Provide leadership and supervision to technicians.
  • Attend safety meetings and employee training as assigned.
  • Perform any other duties as assigned by the manager.
In addition to the responsibilities listed herein, the employee may be required to perform other ad-hoc tasks as needed or directed by the supervisor or management. These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. The intent of this provision is to allow for flexibility and adaptability in meeting the dynamic needs of the organization, ensuring that operational requirements can be met efficiently. All such tasks will be assigned considering the employee's current workload and with respect to their professional development.
Your knowledge/skills, education, and experience:
Knowledge/ Qualification/ Training/ Certification:
  • College Degree, Bachelor Degree or master’s in electrical engineering.
  • Any certificate regarding protection relay training is preferred.
  • Minimum five (5) years of relay testing experience, or equivalent combination of education and experience required.
  • Familiar with transformer, MV,LV switchgear/MCC testing.
  • Experience with high voltage switching operation, GIS operations and developing switching procedures.
  • Possesses, understands, and applies the power system fundamental concepts, practices and procedures of power system commissioning.
  • Relay Communication Software – Bonus to have skills in SEL Compass, AcSELerator, DIGSI 5 and ABB EKIP T&P.
  • Bonus to have familiarity testing various models of SEL devices such as, SEL-487, SEL-411L, Siprotec 7SJ82, 7SJ85, 7SK82, 7UT86.
  • Programming Omicron for testing the above-mentioned protections (Auto & Manual), setting up the hardware and wiring over the relay and Omicron.
  • NETA certification is desirable.
  • Capability to verify the test result and correct the logic / configuration.
  • Familiar with IEC electrical standards.
  • Familiar with IEC 61850 and communication protocols such as TCP/IP, Modbus, DNP 3.0 etc.


Communication:
  • Able to read and write technical manuals and instructions.
  • Strong verbal and written communication skills and the ability to interact in a team-based environment.
Behavior/ Core Competencies:
  • Demonstrate safe work ethic.
  • System and equipment troubleshooting skills.
  • Ability to work over-time and extended periods of time.
  • Adhere to all Company Safety and Health Policies.
  • Efficient working with basic hand tools and power tools.
  • Good knowledge of electric power system protection and control, integration and/or automation and communications applications.
  • Experience testing SEL and Siemens protection relays.
  • Proven experience in using the Omicron suite of equipment for secondary system testing.
  • Experience with IEC61850 and GOOSE messaging.
