- Responsible for specification of all technical aspects for the item(s) to be purchased. Ensures the equipment is appropriately specified and that all its interfaces are resolved.
- Technically responsible for the commodity package/PO to which they are assigned as PRE.
- Must be aware of and be able to report on the status of the commodity and Vendor deliverables at all times from specification through to PO closure.
- Prepare the Technical Specification, Datasheets, Material Requisition, Technical Queries and Technical Bid Evaluation in a timely fashion to support the overall Project schedule, including obtaining any necessary input from other parties.
- Responsible for distribution of the TQ, TBE to relevant parties and consolidation of their respective inputs with support of Document Controller.
- Expedites all other disciplines and departments to ensure they complete their tasks related to their requisition.
- Provide technical input to any required pre-qualification.
- Provide input as required to the preparation and management of Subcontract Requisitions.
- Responsible for the review and agreement of the Vendor’s deliverable register/non-material requirements (inclusive of non-engineering deliverables).
- With support from the project team, ensures the correct document classification is assigned to each vendor deliverable.
- Identifies and agrees with all appropriate stakeholders the list of deliverables required to achieve manufacturing clearance (or release for manufacture).
- Coordinates with the Expeditor to sign off the manufacturing clearance (or release for manufacture) instruction.
- Responsible for review and agreement of the Vendor production schedule, inclusive of submittal dates for deliverables required for completion of Kent’s own downstream engineering.
- Attends and provides the technical leadership at the package ‘Kick off Meeting’, at which time the Vendor shall have an established VDR and schedule.
- Responsible for the initial preparation and maintenance of the Vendor deliverables.
- Acts as the technical focal point for the package after placement of purchase orders.
- Ensures correct distribution to disciplines as required of Vendor deliverables for return to Vendor to meet committed deadlines.
- Responsible for the originating discipline’s review of Vendor’s technical documents.
- Ensures adherence to downstream technical requirements and interfaces, with push back on change.
- Responsible for ensuring the Vendor’s technical compliance to Project, Owner, Local, National and International codes, standards and specifications.
- Ensures that commodities being procured under the requisition are properly trended.
- Advises the PEM and Procurement Manager of any materials not included in the requisition, identified from the materials trending report.
- Responsible for preparation of the response and timely return of Vendor technical queries, for approval by the PEM.
- Review of Engineering Design Changes for potential impact to the Vendor.
- Identifies Vendor deliverables that are critical to the completion of downstream engineering.
- Responsible for expediting the closure of any deficiencies (NCR’s/ Punch lists etc.) documented during the process and providing all necessary evidence and supporting documentation to the Quality Department to validate the closure.
- Attends and facilitation of the meetings, when required by the allocated surveillance category.
- Attends at the Pre-Inspection Meeting, when required by the allocated surveillance category.
- Attends and provides technical leadership at the Factory Acceptance Test (FAT), when required by the allocated surveillance category.
- Ensures FAT punch lists are prepared by Vendor during the performance of the FAT and is responsible for its review and approval at the end of the FAT itself for subsequent inclusion in the FAT report.
- Takes the lead, and in coordination with Procurement, on ensuring the Vendor addresses the items included on the FAT punch list.
- Responsible for the technical review and final sign-off on final Vendor documentation, Manufacturing Catalogue and VQARB.
In addition to the responsibilities listed herein, the employee may be required to perform other ad-hoc tasks as needed or directed by the supervisor or management. These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. The intent of this provision is to allow for flexibility and adaptability in meeting the dynamic needs of the organization, ensuring that operational requirements can be met efficiently. All such tasks will be assigned considering the employee's current workload and with respect to their professional development.
