# Why information governance has become critical to data centre delivery

Data centres are being built faster, at greater scale and with more complexity than ever. Cloud, AI and wider digital transformation are driving a construction wave across hyperscale, colocation, enterprise and mission-critical facilities. More projects mean more interfaces, more stakeholders and significantly more information to manage. They also mean greater risk when that information is fragmented, outdated or poorly controlled.

Document control has traditionally been viewed as an administrative function: filing, issuing and distributing project information. That definition no longer reflects the reality of large-scale data centre delivery. Today, it is better understood as a form of information governance: the discipline of ensuring project information is accurate, accessible, traceable, and controlled throughout the project lifecycle.

That distinction matters. Poor information control can contribute to rework, delayed decisions, programme disruption and difficult handovers. Strong information governance creates the conditions for teams to make decisions with confidence, because they know the information in front of them is current, approved and traceable.

The idea that document control is primarily clerical is increasingly difficult to sustain. Every drawing, specification, calculation, report, transmittal, technical query, commissioning record and handover document needs to be identified, reviewed, tracked and maintained. On complex programmes involving multiple organisations, disciplines, systems and geographies, the quality of that control has a direct bearing on how effectively the wider project team can operate.

The fundamentals are straightforward:

- Consistent numbering and naming so information can be identified and retrieved reliably
- Revision control so superseded information is withdrawn and teams work from the current issue
- Formal review and approval so decisions and responsibilities remain traceable
- Controlled distribution so approved information reaches the right people
- Audit trails and record retention so there is a reliable history of how project information developed

These controls can sometimes be mistaken for bureaucracy. In reality, their purpose is much more practical: to establish a single source of truth.

That concept is becoming increasingly important in data centre delivery. A project can have sophisticated engineering systems, strong digital tools and experienced teams, but if different parties are working from different versions of the truth, complexity quickly becomes risk. Information governance provides the common reference point that allows decisions to be made on evidence rather than assumption.

Standards provide a useful framework for achieving that consistency. ISO 9001:2015 Clause 7.5 sets out requirements for the creation, identification, review, control, distribution, storage and retention of documented information. It reinforces some basic principles: approved information should be available where it is needed, obsolete information should be prevented from unintended use, changes should be controlled and records should provide evidence of what has taken place.

For projects using Building Information Modelling and structured digital information, ISO 19650 extends the conversation further by providing a framework for managing information across the asset lifecycle.

Taken together, these principles point towards a controlled information lifecycle: create or receive, identify and classify, review, approve, issue and distribute, revise under control, then retain, archive and hand over. Naming conventions, metadata, revision status, access, security, traceability and retention all form part of that lifecycle.

The value lies less in the process itself than in what the process enables. Distributed teams can collaborate with greater confidence. Reviews and approvals can move more efficiently. Quality assurance becomes easier to evidence. The likelihood of someone acting on superseded information is reduced. Clients, operators and auditors gain a clearer record of how decisions were made and what information supports them.

For data centres, that assurance is particularly important. These are highly engineered, mission-critical assets with complex interfaces between civil, structural, architectural, mechanical, electrical, controls and commissioning disciplines. A relatively small information failure can have consequences far beyond the document itself if it affects installation, testing, sequencing or operational readiness.

Testing and commissioning brings the issue into sharpest focus. Successful handover depends on the effective management of commissioning records, test reports, certificates, O&amp;M manuals, as-built drawings and final project documentation. These records provide evidence of what has been installed, tested and accepted, but their importance extends well beyond practical completion. Together, they become part of the operational memory of the facility.

Operators rely on that information for maintenance, troubleshooting, future modifications, compliance and performance management. If the handover record is incomplete, inconsistent or difficult to navigate, the information gap does not disappear when the project team leaves. It becomes an operational problem.

This is why document control should be considered much earlier in the delivery conversation. Handover quality is determined by decisions made throughout the project, not by a final documentation exercise in the closing weeks. Information needs to be structured with the end user in mind from the point it is created.

That shift also changes the role of document control professionals. Their value increasingly lies in connecting disciplines, systems and stages of delivery. They sit at the intersection of engineering, BIM, project management, commissioning, contractors, clients and ultimately operators. As projects become more distributed and digitally enabled, that coordinating role becomes more significant.

Technology will continue to change how that work is performed. Digital collaboration platforms, automated workflows, structured metadata and increasingly intelligent information systems can make project information easier to manage at scale. But technology alone does not create information integrity. A platform is only as reliable as the governance, behaviours and accountability that sit behind it.

The bigger question for the sector, therefore, is not whether document control is necessary. It is whether organisations continue to treat it as a downstream administrative task or recognise information governance as part of project delivery strategy.

Technical excellence may determine whether a data centre can be built. Information integrity helps determine whether it can be delivered, handed over and operated with confidence.

As the sector continues to scale, the volume and complexity of project information will grow with it. The organisations best equipped for that environment will be those that treat information as an asset throughout the project lifecycle, with the same discipline applied to its governance as to the physical infrastructure it describes.
