About the job:

Kent is looking for a Commissioning Lead to be based in the United Kingdom (Woking, London preferable) for various Commissioning workfronts. They will be supporting the development of Commissioning deliverables and lead the interface management effort with client project commissioning team(s) at various stages of the project life cycle. They will dual report to the Project(s) and the Kent CCS Center of Excellence (COE) and shall interface with other project/program departmental managers, the operator, and vendors/ sub-contractors. The Commissioning Lead will report to, liaise with and support the Program COE Manager, the Program Lead(s) and client Project Manager and CSU Manager.

Skills and Responsibilities:

Project Responsibilities, include but not limited to:

  • Must be highly knowledgeable with the operation and troubleshooting of industrial gas systems and components; experience with hydrogen fueling infrastructure is highly preferable.
  • Develop/Review FEED commissioning documentation and document findings/recommendations.
  • Definition of all activities associated with the commissioning activity by project stage (planning/detailed design - construction – pre commissioning – commissioning - start-up and performance proving).
  • Ensure the development of integrated commissioning plans including the scope of commissioning activities, duration, interlinked activities, resources required.
  • Establishment and management of an appropriate commissioning organization, providing leadership for the execution of the commissioning procedures and plans.
  • Ensure that all safety and precautionary requirements and procedures are followed during the commissioning process.
  • Managing the production of (RACI) matrix.
  • Managing the production of the Leak / Tightness Testing Philosophy.
  • Managing the production of the Preservation Philosophy.
  • Managing the production of the Completions Management System functional specification.
  • Managing the production of the Commissioning Master Document Register.
  • Development of a generic commissioning strategy.
  • Develop the commissioning project schedule (to level 3/4).
  • Manages creation of the Commissioning spares list.

Responsibilities as part of Kent Center of Excellence (COE), include but not limited to:

  • Lead commissioning planning and preparation activities within the COE and ensure they are carried out in accordance with program/project and company requirements, in a safe, environmentally responsible manner.
  • Accountable for the delivery of commissioning toolkit activities in accordance with the COE standards and the program schedule and budget.
  • Accountable for ensuring high standards of commissioning FEL2, FEL3 and Detailed Design deliverables are maintained and continuously improved.
  • Interface with Project CSU Manager to develop deliverables in line with FEED and EPC ITT requirements.
  • Ensure all commissioning personnel are aware of and implement safe working practices / procedures and are provided with a safe working environment.
  • Effective liaison with any third-party Company or verification body personnel.
  • Deliver a high standard commissioning service to the program and the project, ensuring a consistent and efficient approach is implemented at all times.
  • Implement a value engineering approach and a continuous improvement philosophy across the commissioning function, delivering best practices at all times.
  • Establish and maintain a communication plan within the project commissioning, qualification and validation team (meetings, minutes, maintain project action items) and provide routine project updates.
  • Provide leadership for multiple global projects, leveraging the knowledge and standard work developed by best practices and expertise in Commissioning and Qualification.
  • Continually strive to improve/develop the commissioning process and practices.
  • Manage all project commissioning processes and activities.
  • Audit/review of the project commissioning process ensuring where applicable recommendations implemented.
  • Maintain the commissioning project schedule/cost deliverables
  • Interface with the Program and Company representatives as required.
  • Manages creation of the commissioning budget inclusive of all commissioning planning, execution, support services, vendors, spares, temporary equipment etc.
  • Manage regular commissionability audits of commissioning progress at regular time intervals during FEED, detailed design, fabrication, construction and CSU phases.

Key Objectives:

  • To assist in ensuring all program / project / company HSE goals are achieved and where possible exceeded.
  • Ensure all commissioning personnel are aware of and implement safe working practices / procedures and are provided with a safe working environment.
  • Deliver a high standard commissioning service to the program and to the COE, ensuring a consistent and efficient approach is implemented at all times.
  • Implement a continuous improvement philosophy across the commissioning and COE function, delivering best practices at all times.
  • Manage, support, and develop all program and project-based Commissioning personnel.
  • Maintain and deliver the Commissioning function within budget and on schedule - where applicable implement cost /time saving initiatives.
  • Be the focal point for all Kent led program initiatives developed for site execution.

HSSE Responsibilities, include but not limited to:

  • Good knowledge an understanding of Oil & Gas related HSSE and Quality safe working practices and procedures
  • Lead safety principles within the business portray excellent safety leadership qualities.
  • Ensure all commissioning personnel are aware of and implement safe working practices and procedures, and re provided with a safe working environment.
  • Demonstrate a personal commitment to HSSE by ensuring personal safety and as far as is reasonably practical that of others


In addition to the responsibilities listed herein, the employee may be required to perform other ad-hoc tasks as needed or directed by the supervisor or management. These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. The intent of this provision is to allow for flexibility and adaptability in meeting the dynamic needs of the organization, ensuring that operational requirements can be met efficiently. All such tasks will be assigned considering the employee's current workload and with respect to their professional development.

Your knowledge/skills, education, and experience:

Knowledge/ Qualification/ Training/ Certification:

  • Mechanical or Process Engineering Degree or equivalent.

Communication:

  • Strong written and oral communication skills, excellent interpersonal skills.
  • Excellent communication skills as to communicate in both spoken and written means, clearly and concisely
  • Ability to work with in a team environment and provide guidance to other team members.

Behavior/ Core Competencies:

  • Experience as a Project or Program Commissioning Manager on multiple, large multi-billion-dollar project.
  • Extensive Commissioning & Commissioning management skills.
  • Process or Mechanical Engineering qualification/background.
  • In-depth knowledge of CSU planning during the pre-FEED, FEED and detailed design phases.
  • Established track record in creation and ownership of CSU budgets.
  • Demonstrate highly ethical conduct in areas of procurement, contracts, evaluation of contractors and all other areas associated with procurement and subcontracts.
  • Proven and demonstratable commissioning experience in Hydrogen projects.
  • Kent experience is a preference.
  • Full project life-cycle experience (Concept, Pre-FEED, FEED, Detailed Design, EPC etc.).
  • Extensive experience in Management role, with proven background of delivery is essential.
  • Detailed knowledge of petrochemical, oil & gas, renewables onshore and/or offshore projects.
  • Experienced in mechanical completions including reviewing of documentation and detailed walkdown of packages, sub-systems, and systems
  • Ensuring commissioning data, documentation, and handover are in accordance with project procedures
  • Understanding of and execution of regulatory procedures
  • Proactively identify, assess, communicate and mitigate any risks/opportunities associated with the planned start-up; including any potential interaction with operating plant
  • Possess competent organizational skills and the ability to plan for safe work scope execution (procedures, permits, tools, spares, equipment, etc.)
  • Delivery focused and committed to achievement of company goals
  • Self-starter who are skilled at working within a matrix-style organisation and be able to effectively manage and influence key stakeholders to deliver a successful outcome.
